Changshin community area is located at the central part of old city Seoul, a highest hill village with dense low-rise slum houses covering all around the stone mountain. A hundred years ago, the mountain served as a main quarry for the city before it was abandoned in the 1960's and completely forgotten. During the Japanese colonial period in the 1920's most of the major buildings (Central station, City hall, National bank and so) were built from the stone of the quarry.

The first goal of the project is to make an observation platform, which can provide the view and memories of the historical quarry with the surrounding cityscape. The second is to provide pedestrian linkage towards the elevated park over an existing distribution reservoir in the future as the 2nd phase (+15m above).
